Meet...Would the school let you form a writing club? Meet after school? The lunch bunch would be a good idea too. You could let them form critique partnerships and establish rules for what and how they are going to critique each other. If you google writing critique partners, I'm sure there's some good posts floating around out there with helpful suggestions as to how to establish that type thing.
